  • Seychelles’ delegation on Fact Finding Mission on TVET in Botswana

    ​The Ministry of Education sent a delegation of 8 officials to Botswana on a Fact Finding mission on Technical Vocational Education and Training (TVET) from the 10th -17th January 2016.The main objective of the mission was to learn more on the TVET system of Botswana. In a debriefing meeting with the Minister for Education on Tuesday 19th January 2016, the Head of the delegation, Jean Alcindor, the Director General of Education Support Services, said that it wasa worthwhile mission in the sense that they have obtained relevant information on the governance structures, facilities, institutions, programmes on offer inTVET including quality assurance,accreditation and training of vocational education teachers. Other members of the delegation include the Chief Executive Officer of the Tertiary Education Commission, Mr Jean-Michel Domingue; the Director of the Seychelles Institute of Teacher Education (SITE), Mrs Rosianna Jules and a lecturer at SITE, Mrs Louisette Morel; the Director of the Seychelles Institute of Technology (SIT), Mr Hubert Barbe and the Course Leader at SIT, Mrs Rubina Ernesta; the Director of the Seychelles Institute of Agriculture and Horticulture (SIAH), Mr Georgie Belmont and a lecturer from SIAH, Mr Jean Abel.

    Discussions weremainly with the Department of Technical and Vocational Education and Training (DTVET),the body responsible for providing and coordinating TVET in Botswana. They have similar governance structures like a Human Resources Development Council (HRDC) and the Botswana Qualification Authority(BQA) which are similar to our Agency for National Human Resources Development (ANHRD) and the Seychelles Qualification Authority (SQA). The delegation recommended areas for future partnerships for example in further training for our TVET students and teachers at the Francistown College of Technical and Vocational Education (FCTVE) and at the Botswana International University of Science and Technology (BIUST). Considering that the TVET Sector is well developed in Botswana, it was recommended that we cooperate with Botswana in the development of a TVET policy and staff exchange programme. Others areas where we can learn more from Botswana is in the area of sectorialcommittees that guide institutions to translate training needs into programmes and also from their National Qualification Framework that have various TVET qualifications parallel to the academic one.

    This mission was a follow up of the signing of a Memorandum of Understanding between Seychelles and Botswana last September. The Ministry of Education has already established cooperative links with Botswana since 2012. A fourth cohort of students left Seychelles this month for University studies. The Ministry is also recruiting more than twenty teachers from Botswana to teach at secondary schools and professional centres to replace teachers on training.
