8 Feb 2017 - A Monitoring and Evaluation team from the World Bank met with the Minister for Education and Human Resource Development, Mr. Joel Morgan in the presence of senior officials from the Ministry of Education and Human Resource Development and the Department of Public Administration on Tuesday 8 February 2017.
The delegation from World Bank consisting three specialists in “Lead Public Sector Governance” is headed by Mrs Kathrin Plangemann.
The objective of their mission is to discuss and facilitate the two week capacity building training programme on Monitoring and Evaluation (M&E) as from 8 February.
The mission from World Bank has been requested by President Danny Faure to assist the Department of Public Administration to develop an M&E Policy for Seychelles which is in line with the Programme Performance Based Budgeting (PPBB), Strategic Planning, Result Based Management and Personal Management.
During the training programmes officials will be trained on how to design measurable performance indicators. Mrs. Plangemann pointed out that M&E helps government to know the actual situation on the ground in order to facilitate decision making. The assistance being provided should be in line with national needs.
The Minister informed members that the Education Department will be undertaking an evaluation exercise of its Medium Term Strategy 2013-2017 during the course of this year in order to prepare for the next Medium Term Strategy for Education for 2018-2022.
He pointed out that the technical expertise of World Bank is timely and is highly appreciated. He also requested for the assistance of an expert from World Bank to work with the local team in this process.
Minister Morgan also noted that a Human Resource Development Strategy is currently being developed which should be ready by mid-2017 for which the assistance of World Bank would also be greatly appreciated.
