​​Mandate
 

The Minister's secretariat ensures that the Government's defined mandate and strategic priorities for the sector are successfully implemented through the development and implementation of legal/policy frameworks and plans of action and through the effective leadership, management and operations at the level of Departments and Public Bodies.

The Secretariat provides policy direction to the Ministry, and the Ministry's Public Bodies.  It undertakes international cooperation activities in the pursuit of best practices and policies, networking with relevant regional and international partners in education and training.  It communicates and shares information internally and externally to all stakeholders and partners.

Functions

To facilitate the fulfillment of its mandate, the secretariat of the Minister has been revamped with appropriate institutional structures with clear Terms of Reference, staffed with personnel with leadership qualities, principles and values, and with the disposition to work in a rationalized, harmonized and collaborative manner with a view to ensure that:

  • . Administrative matters requiring the Minister's attention are properly and professionally managed;
     
  • . The Minister is kept informed of all events and ongoing activities on the  development of the sector;
     
  • . There is proper co-ordination of bilateral and multi-lateral cooperation in the Ministry's port-folio with international organisations, and pro-active sourcing of funding from donor agencies in collaboration with the department of Foreign Affairs;
     
  • . A constant flow of official credible information for smooth relations with stakeholders and partners internal and external of the Ministry is assured;
     
  • . A communication system and protocol that efficiently gathers, disseminates and shares credible information within the Ministry, improve communication between the Ministry and its public bodies, with stakeholders and partners, the general public and other clientele;
     
  • . The promotion, enhancement of status and marketing of the teaching profession is fostered;
     
  • . There is improved working relationship, cooperation and support framework between the Ministry and its public bodies, and governance bodies of educational institutions in line with legislative frameworks and protocols;
     
  • . There is greater citizen's participation in the port-folio affairs of the Ministry, cultivating partnership with NGO's Community-Based Organisations, the private sector and other social partners at community level.

 

Education Services Bureau

  • . Lead the development, implementation, monitoring and reporting of the Ministry's Communications Protocol;
     
  • . Serve as the main channel for communicating the Ministry's decisions/positions on pertinent issues, sector policies' interventions and developments to the public;
     
  • . Manage the Ministry's media information, website and other form of print and electronic media;
     
  • . Lead the process of promoting  the Ministry's visibility and image of success nationally and internationally;
     
  • . Be the Minister's interface on National Assembly matters;
     
  • . Act as the Ministry's first point of contact for queries and concerns on service standards and delivery;
     
  • . Provide prompt and affirmative information on developments and keep abreast of media communication on the Ministry.

 

International Relations

  • . Serve as the focal point for mobilization and coordination of national resources through Public-Private Partnership initiatives;
     
  • . Lead and coordinate the effective programme of cooperation and partnership at the bilateral, multi-lateral levels and serves as focal contact point with such partners;
     
  • . Establish and develop appropriate relations with international and regional organisations such as the World Bank, UNESCO, Commonwealth of Learning (COL), Francophonie, SADC, …;
     
  • . Ensure Ministry's compliance with related international, regional instruments in collaboration with the department of Foreign Affairs;
     
  • . Coordinate visits of foreign dignitaries to the Ministry;
     
  • . Lead the coordination of the organisation of international conferences hosted by the Ministry.

 

Regulatory Affairs and Governance

  • . Compile, update and disseminate the Ministry's Directory of Regulatory Instruments;
     
  • . Facilitate appropriate capacity building and sensitization sessions on the Ministry's Regulatory Instruments;
     
  • . Provide advice/guidance on suitable legal instruments (laws, regulations, policies, …) in collaboration with the Attorney General's Office for legal support to the education sector;
     
  • . Establish and manage the working mechanism/protocol between the Ministry and its Public Bodies – Seychelles Qualifications Authority, Tertiary Education Commission, and Institute for Early Childhood Development;
     
  • . Provide strategic leadership, coordination, guidance and support to School Councils and Professional Centre Boards;
     

. Serve as interface for queries and concerns of Chairpersons of School Councils and Professional Centre Boards.
